Cornerback Duane Starks becomes the second former Patriot to join the Raiders in a week, trailing the signing of Tyrone Poole.
Starks earned a reputation as a big-play cornerback in his first seven seasons in the NFL, netting 29 interceptions in 93 career regular season games, but went without an interception in seven games last year. He also has returned three interceptions for touchdowns, including one in Super Bowl XXXV.
Starks was originally drafted by the Baltimore Ravens in the first round (10th overall) of the 1998 NFL Draft.
The Raiders also re-signed Grant Irons, a restricted free agent, on Thursday and signed Chad Slaughter on Wednesday.
